ctrl-pageup/down don't switch tab while a page start loading

When loading a link in a tab andthe page didn't start loading yet (grey screen),
trying to move away from that tab with ctrl-pageup/down, nothing happens. After
the page started to really load, this type of navigation is possible again.
Reproducible: Always
Steps to Reproduce:
1. Load a page in a tab, from a link (eg. using middle button)
2. Before the page starts to really load the data, click on that tab with the
mouse. (note, best seen in heavy sites when many links are opened and the latter
links wait to have open connections)
3. Click pgup or pgdn.
Actual Results:
Nothing
Expected Results:
Move to the appropriate previous or next tab.

Works for me. Related bug: Bug 177030, which was (quasi) fixed.
