this should probably output the MPL/GPL/LGPL tri-license.
same for gentags.pl in the same directory.

hm. although I'm not sure whether these scripts are actually used to generate
files that are still used.

See bug 210502 where there's a patch that takes care of the problem.

hmm, it looks like that patch patches other .pl files, not the ones mentioned in
this bug

What biesi said: both those scripts are fossil code that can and should just be
removed from the tree IMO.
