On the website the browser displays the left menu frame by over extending the
scroll bar which overlaps the title frame.

scroll bar.

Does not overlap title frame.

If this happens in Mozilla and Firefox then this is a Layout bug.

happens in IE as well - scrollbars appear when the page falls off the window,
and screw the page up.

Page is just designed too big.
