24837 - throbber starts late for FTP-directory urls

When going to a ftp-directory url the throbber dosn't start immedeately but
rather just before the directory is retieved (and the thobber stopps). The stop
button is also still disabled.

Steps to reporoduce:
1. Enter ftp://ftp.mozilla.org/ in the url-box
2. Watch the throbber

Expected resault:
The throbber should start spinning

Actual resaults:
The throbber dosn't do anything.

I'm running build 2000-01-22-06 on Win98SE

The throbber indeed does not start up when an ftp:// URL is fetched, but only
later just before a directory listing appears. The trobber only m oves at all
if the directory listing takes more than a second or two to transfer.

Beyond that, on each trial I saw one of the following in the URL bar after
the diectory listing for the ftp site apppeared:
    
  >file:///N|/mozilla/2000-01-22-09-M14/bin/chrome/directory/content/default/
   directory.xul

  >chrome://directory/content/default/directory.xul

Tested with: 2000-01-22-08-M14 nightly binary on Windows NT 4.0sp3
