Scrollbar should not be painted when tab 'Afbeelding' is selected, only when tab
'Onderwerpen' is selected. This bug does not occur in Mozilla 1.7 with default
Modern theme selected.

Steps to Reproduce:
1. Visit the URL given.

Actual Results:  
Incorrect display of scrollbar.

Expected Results:  
Hidden the scollbar because the layer in which it occurs is set to 'hidden'.

This bug also occurs in the Classic theme of Mozilla 1.7.
