If the "Check for new messages at startup" option is checked, new messages in
IMAP folders are not checked for, except for the INBOX folder. It seems to
ignore the "Check this folder for new messages" option. Instead, it should
behave like the "Get mail" button and check for new messages in folders for
which the "Check this folder for new messages" option is checked.

Reproducible: Always
Steps to Reproduce:
1. Have an imap account with new messages in both the INBOX folder and another
folder.
2. Have that second folder be checked for new messages.
3. Make mozilla check for new messages at startup.
4. Start mozilla.

Actual Results:  
Only the new message in the INBOX folder has been checked.

Expected Results:  
Both new messages should have been checked. This is how it works with the "Get
mail" button.

this is fixed on the trunk, but not in 1.7, I believe.
