Description

Steps:
1. create an account w/ editusers but not blessusers
2. use that account to edit a user
3. boggle

Group Access:	
User is a member of these groups
	|=| Canconfirm: Can confirm a bug.
	|=| Editbugs: Can edit all aspects of any bug.

User is a member of any groups shown with grey bars and marked with brackets
surrounding the membership checkbox as a result of a regular expression match or
membership in another group. User can bless any group marked with brackets
surrounding the bless checkbox as a result of membership in another group.

Reassigning bugs that I'm not actively working on to the default component owner
in order to try to make some sanity out of my personal buglist.  This doesn't
mean the bug isn't being dealt with, just that I'm not the one doing it.  If you
are dealing with this bug, please assign it to yourself.
