I have "Do not load remote images in Mail & Newsgroup messages" checked in
Edit->Preferences->Privacy & Security->Images. Yet when I forward a message with
an html tag "<img ...>", the image is loaded.

Reproducible: Always
Steps to Reproduce:
Forward an email message that has an html <img> in it.
Actual Results:  
The image loaded even though I did not want it loaded.

Expected Results:  
No images should be loaded in Mail & Newsgroups.

Here is the body of a message that deomstrates the problem. (Note that it is
defective html: no <html><body> at the beginning.)
