I ran into this and bug 249168 while trying to track down errors in www.mozilla.org's HTTP error log. We send the document as the referer for @import, even if the @import is in an external stylesheet. Step to reproduce: load http://dbaron.org/css/test/2004/referer/import Actual results: red Expected results: green
