Seems like this is not limited to GDI+ builds. Doesn't work in Libart builds either.
Summary: setAttribute('viewBox', ...) doesn't cause redraw in GDI builds → setAttribute('viewBox', ...) doesn't cause redraw

This bug only happens when setting the viewBox attribute. Manipulating the viewBox directly through the dom works (e.g. element.viewBox.baseVal.width=100)
