249542 - Need enable fontconfig features for freetype printing

Currently, nsFT2FontCatalog service provide font selection for freetype
printing, but have several problems:
1. do not select correct truetype font in specific locales
2. It take long time to print for the first time because it should load all
fonts in configured directories.
3. do not print the characters with the fonts for display.

for above issues, we need support XFT or fontconfig features for freetype printing.

After apply the patch, and then build mozilla with options: --enable-xft and
--enable-freetype2, you will find:

1. support all languages, include Japanese/Chinese/Korean/Thai/Hindi/Arabic
2. support to use correct fonts for specific language web page.
3. No long time waiting for the first time printing.
