The present behaviour with the Download Manager is to open a new window.  I
would request to open the DM as a floating window which can be closed by the Esc
key or as a new tab within the current window.  Both would be depending on
whether the user opts to show the DM when a download starts or not. 

Reproducible: Always
Steps to Reproduce:
Esc key: dupe of bug 233529
New tab: dupe of bug 234397

After coin toss, duping against 233529 :)
