After setting the "Save all files to this folder" setting in
"Preferences/Downloads" ("Download Folder") files continue to be downloaded to
the default location (Desktop on a Mac). In some cases the filename is also
mangled. This applies to files that have an application associated with it. In
this case, specifically, Citrix (file type, '.ica').
Reproducible: Sometimes
Steps to Reproduce:
1.In preferences/downloads, click the "Save all files to this folder" radio button
2.Select a folder other then the default
3.Restart Firefox and download a file that has an application associated with it.
Actual Results:
The downloaded file will be saved to the default location (Desktop) rather then
the location specified in preferences.
Expected Results:
Downloaded the file to the specified location.

Bug 251533 is not a duplicate of this bug. Bug 251533, which I experienced, is
that the download manager prompts the user where to save a file when a file is
downloaded. This bug (249591), which I have not experienced, is that a file
being downloaded is automatically saved to the wrong location.
I don't agree with you.
I experimented the same bug that you, but in a diferent platform, so i think is
true that 249591 is a duplicate of your bug, 251533.
It may be a duplicate but it appears to me the descriptions are different. Bug
251533 seems to be talking about the folder displayed on a prompt. This bug
concerns the automatic download location without a prompt. Either way it is 2
different platforms making it at least cross platform as Sergey said.

confirming for firefoxPR on MacOS 10.3.5. happened correctly
on the first saves (saved to Desktop set during install in
downloads preference), but now saves in Documents instead
(default shown in the save as dialog box), although downloads
preference still says Desktop! confusing.

Using this Firefox Environment:
Mozilla/5.0 (Windows; U; Windows NT 5.0; en-US; rv:1.7.5) Gecko/20041107 Firefox/1.0
I am getting exactly the same behaviour. Regardless of the settings under
Tools->Options->Downloads, Firefox will save everything to the Desktop. It will
not prompt for the destination directory despite it being set to prompt on each
save.

I believe this bug is a duplicate of bug 276004, where I posted more detailed
comments on my ability to duplicate it.

The remaining issues with this are being tracked on the trunk in bug 284089.
This is most likely a dupe. Marking depends for now.
