Acrobat or pdf plugin not installed in this machine; Firefox was set as the
program to open pdf files; when pdf url is selected it spawns multiple empty
browser windows until shut down.

Reproducible: Always
Steps to Reproduce:
1. No PDF reader on machine (XP)
2. Mozilla set as default browser
3. Try to open pdf file
4. When it asks which program to open it with, select Mozilla
5. Watch Mozilla create a bazillion blank popup windows and grind all other
processes to a halt.

Actual Results:  
See 5. 

Expected Results:  
It should have failed, that is, stopped when one try could not open the file and
given an error message saying the pdf could not be opened.
