XPI links pop up XPI install dialog on the first time only

We are localizing Mozilla and Firefox and, as such, we distribute XPI langpacks
on our website. It happens that clicking on a XPI for the first time pops up the
XPInstall dialog, but after the first, clicking on a XPI pops up the Download
dialog.

This is happening with both Mozilla 1.7 and Firefox 0.9.1, but exibiting
slightly different behavior between them. Mozilla behaves as described above but
Firefox seems to "remember" between sessions. Because restarting firefox does
not get the XPInstall dialog back (at least for a while).

Steps to Reproduce:
1.go to http://mozilla.shopizzy.com/firefox?id=27 with Mozilla or Firefox
2.click on the XPI link
3.Cancel

Actual Results:  
The first time it is done, it pops up the XPI install dialog. From then on, it
pops up the Download dialog.

Expected Results:  
It should always pop up the XPI install dialog.

I'm testing this on Fedora Core 1 with Firefox 0.9.1 and Mozilla 1.7.

using your xpi link with mozilla, I used to see the installation dialog once for
the session, and then the opening dialog. Now, if I load your page in a new tab,
on first click the link gets selected, i.e. I see a thin line around it, but no
other action. Clicking a second time or more, the opening dialog comes.

But when I try with 0.8 and the new 0.9 installer links from livehttpheaders, I
always get the installer dialog.

I tried the links in this page with mozilla and firefox:

The direct links (the ones that say "Download It") sometimes popup the Install
dialog, sometimes the Download Diagog.

The ones thay say "Install" always popup the Install dialog. Shouldn't
mozilla/firefox handle correctly xpi files if apache has the correct mime settings?

I'm the administrator of the mozilla.shopizzy.com server, the server has the
following lines in '/etc/httpd/conf/apache-mime.types'  (it's apache2):

application/x-xpinstall         xpi
application/vnd.mozilla.xul+xml xul
