customizeToolbar.xul lives in /tookit (and should live there), but it imports a stylesheet from chrome://browser/skin/ So, it isn't usable from sunbird, because sunbird doesn't include /browser. Shouldn't /toolkit be independent from /browser, and usable for other apps?
