Expected Results: the listbox should be shown as empty 3D sunken frame and without any scrollbars none, not a crash
I believe we purposefully always show the scrollbar (and the test page is just wrong).
That is correct. Without the scrollbar, a listbox with one or two items isn't immediately recognizable as a usable control.
