Polish the existing RSS UI in extensions\newsblog.

Patch coming up with changes for:
1) new subscription UI
2) new properties dialog for feeds
3) Add DTD files and get rid of all the hard coded US english strings 
4) Register a chrome package for messengers-newsblog/skin
5) Add missing access keys

In addition to the previously mentioned itmes, this also converts the subscribe
dialog to be a <dialog> instead of a <window>. I also made it so we only open
one subscribe dialog if you try to invoke the menu item multiple times.
this was fixed on the branch and trunk
