The print preview window does not have any tooltips on the toolbar. This is
inconsistent with other areas of the application (e.g. "Downloads, Extensions,
Themes" managers), and is also an accessibility issue for the buttons which do
not have text labels such as the page skip buttons:

1. File > Print Preview
2. Hover over ...
a. Print...
b. Page Setup...
c. Page Skip buttons
d. Scale Dropdown
e. Close
Actual results:
2a,b,c,d,e. No Tooltip
Expected Results:
2a,b,c,d,e. Relevant tooltips are shown on hover.
