When I go to pages of a similar type, even different pages on the same site, the
fields which Mozilla understands and will save or auto-fill change in seemingly
random ways, making the form manager next to useless.

Steps to Reproduce:
1. Use this URL: http://bugzilla.mozilla.org/show_bug.cgi?id=194706
2. In a new tab, this one: http://bugzilla.mozilla.org/show_bug.cgi?id=198661
3. Check Tools/Form Manager for each page

Actual Results:  
For URL 1, "Fill In Form" is greyed out.
For URL 2, "Fill In Form" is available. If selected, it will fill in the "alias"
field with my name!

Expected Results:  
I would expect it to be consistent on both those pages.

Currently, the forms manager does all manner of inconsistent, strange,
unintuitive things such as this. It needs to have understandable, consistent
behaviour.
Why hasn't anyone moved this from "unconfirmed"? It only takes 4 clicks to
confirm that the buggy behaviour is as reported here.

Steps to repeat:
1. Open Tools/Form Manager (here)
2. Observe 'Fill in Form' is greyed out
3. load: Bug 198661 Form Manager shows & assigns incorrect names for fields
4. Open Tools/Form Manager/Fill in Form: item 'Name' suggested
5. click o.k., value for 'Name' filled in in first input 'alias'

I agree!  I find that form manager selects a random set of fields to save.

What I want it to do MOST of the time is save a form SPECIFIC to the URL.
If I want to set a different default name or address, I can do that from the interface.
