Steps to reproduce:
1. Visit http://www.amiga.com/
Expected:
No table borders around the flags, computer or the frames links. I am basing
this expectation on the appearence of this page in Nav 4.5 and IE 4.
Result:
Table borders around the whole lot.
I'm not sure if the HTML is completely valid (there appears to be a missing
<td></td>) but the outer border is still drawn even if these are in place.

Having similar problem @ http://www.ewtn.com/headlines.asp. The tables on this
page have the border="0" property set. When I visit the page initially, all is
well, but if I go to Preferences and change my home page and click OK, the table
repaints with one-pixel borders.

This has become worksforme on 2000022108 Linux.
