If the browser is maximized on a the secondary display of a dual monitor system
and the broswer is closed.  Restarting the browser causes the window to be
restored to the primary display maximized.

The problem does not occur if the window is NOT maximized.
The problem does not occur with Mozilla

Reproducible: Always
Steps to Reproduce:
1. Start browser, move to secondard display, maximize and close browser.
2. Start browser. 
3.

Actual Results:  
It is restored maximized to the primary display.

Expected Results:  
The browser should be restored, maximized to the secondary display.
