I don't know exactly how to describe this, but I will try:
I was running (and have now reverted to) Mozilla 1.5. This worked perfectly.
Because of the latest shell exploit, I decided to upgrade to 1.71.
The install process starts Mozilla after completion. This window had no menu
options (File, Edit, etc). Only by rebooting, could I get a Mozilla window with
menu options.
Even after rebooting, Mozilla seemed unable to open new windows. I say "seemed"
because when I shut down the machine, I thought that I saw the windows that I
had requested flash up and then close.
Now, I have noticed that my system has another wierdness -- I use an older
version of Eudora. If I click an http: link in Eudora, it will only open in
Mozilla IF I don't have OpenOffice (or the OpenOffice quickstarter) running. I
only mention this because it may be related.
I tried uninstalling and re-installing Mozilla (removing the mozilla.org folder
entirely). Still shows the exact same problem. I reverted to Mozilla 1.5 and the
problem went away.

Steps to Reproduce:
1.Install Mozilla 1.71
2. That's it really!

I don't believe I have any third party extensions installed. Please tell me how
to check.
Before my second attempt to install Mozilla 1.71, I renamed the
"\Program Files\mozilla.org" directory, so that Mozilla created a new directory
-- surely this should have removed any third party extensions?
Can you try making a new profile and see if the same bug happens there
(Tools->Switch Profile - Manage Profiles -> Create profile, then quit moz and
start from scratch with the new profile)
(The Eudora issues should be filed as a separate bug.)

The wierdness goes away with the new profile. What I did:
* In Mozilla 1.5, created a new profile.
* Installed Mozilla 1.71 over the existing Mozilla 1.5
* When Mozilla started at the end of the install, it prompted me to select a
profile. I selected the new profile.
* The wierdness went away.
* I then selected my old profile and the menus disappeared once more.
So, I guess it is somehow related to my profile.
Indeed.. so..
1: if you start Mozilla 1.5 and look under Edit->Preferences->Appearance->Themes:
Are themes other than Classic and Modern listed? Which theme is actually used?
(Using incompatible themes can cause a hang)
2: In ~/.mozilla/youroldprofile/something.slt/chrome
Themes and extentions likely land here - any extentions mentioned there?
(The "foreign" files are likely to be well over 5000 bytes)
3: If no extentions: Try resintalling 1.7.1, quit it (or kill it) after
installation) - then rename
~/.mozilla/youroldprofile/something.slt/chrome/chrome.rdf
to chrome.rdf.backup
Now try starting Mozilla 1.7.1 - still with the old profile. Any change?

That worked! Thanks for the help.
Some more info: in the directory called:
~/.mozilla/youroldprofile/something.slt/chrome/
I found:
Stumbleupon and
Overlayinfo
Now, I did install Stubleupon briefly some time ago, then followed some
instructions to remove it. Perhaps the problem was that the removal instructions
were not complete? I can't remember what I did to "remove" it.
Once again, many thanks!
I'm going to leave the bug open in case you feel that the install process should
have detected the problem and fixed it, but I will be quite happy if you set it
to resolved/fixed or some other combination.
Couldn't find any known cases of this. Outdated extensions can cause problems
but generally that isn't considered to be a Mozilla bug.
