Look at any bug in the bugzilla product today:

Normally the URL and subsequent fields are close together. but here they're
nearly tripple spaced because of all the keywords.

I'd suggest that the keyword list be allowed to flow past the attachment list,
that way we wouldn't be double spacing the header fields.

per bug 278710, it looks like this one should be wontfixed, or eventually marked
as a dupe of bug 278710. glob?

yes, this issue will be fixed by the patches on bug 278710.  let's leave this
open and dupe when that one's fixed.
