Windows 98/2000 (dual display enviroment)

- Step
1. Run Mozilla (2000-01-21-09-M13)
2. Move main window to secondary display
3. Show menu (i.e. select [File] menu)

- Result
A menu is always displayed to primary display.

- Except
If window exists on secondary, a menu should be displayed to secondary.
[Pinkerton thinks this is a known bug.]

This looks like it may be the same issue as bug 19347, "Menus not working on 
third monitor", P5, M18, also ASSIGNED to hyatt@netscape.com.
