This is more of a feature request.

Currently, there are several extensions that attempts to modify fx's behaviour 
so that legitimate popups, window.open()  and DDE calls from other programs 
will open pages in tabs (either in the foreground or in the background), but 
they either don't work on all pages, or implement this function at the expense 
of the speed of the browser and its stability (eg. tabbrowser extension) Thus, 
I believe this function should be implemented in the core instead. A 
configuration page should be provided so that people can choose SDI mode or 
single window mode.
