Overview Description: 

Normally tables with borders have borders around each cell if there is a
cellspacing value > 0.  However, under certain conditions when the cells are
created via JavaScript insertCell method calls, and when the cells are not
assigned a style using the setAttribute method of the Node object, this cell
border does not display.

Steps to Reproduce: 

1) Populate a table with cells using JavaScript per the test case.

Actual Results: 

Table displays without cell borders.

Expected Results: 

Table displays with cell borders.
