If you have an instance of the browser already open, and try to open the Profile
Manager via the Start menu item, another browser opens, not the Profile Manager.
Reproducible: Always
Steps to Reproduce:
1. Open Firefox
2. Try to open the Profile Manager via the Start menu item.

Actual Results:
Profile Manager doesn't open, a new browser window does.
Expected Results:
The Profile Manager should be displayed. If there is a technical reason we
cannot display the Profile Manager while a browser window is open, we should
display a message to that affect, asking the user to first close the browser,
then open the Profile Manager. The current behavior is confusing and just plain
incorrect.
