seen with Mac and Windows branch builds on 0712

-Mouse over the throbber icon
note the tooltip "Go to the Firefox homepage"
-Go to www.cnn.com
-Click on the [X] blocked popup icon
-Mouse over each menu item to bring up the tool tip.

tested results: for each menu item, the tool tip reads "Go to the Firefox homepage"

expected results: the tooltips should display unique and relative information
about each menu item.
