The panel selector in Options should act as a single widget to the keyboard:
arrow keys should switch panels immediately, and Tab should go into the current
panel.

Steps to reproduce:

1. Firefox menu / Options
2. Be sure that any -not editable- control is focused
3. Press left or right arrow key

What happens:
No tab panel switch. Instead, it acts as if TAB key was pressed.

What is expected:
Tab panel switch
Keywords: access
I I open the options window and immediately right/left it works properly, tab moves into the panel. So this works as expected. The only defect I found is that the tab doesn't show any kind of focus ring, but that's not what this bug is about.
