I used Mozilla V1.6 for several weeks with the German language pack installed.
When Mozilla V1.7 came out I uninstalled V1.6, rebooted and left the everything
in the "documents and preferences" folder ("Dokumente und Einstellungen" in
German) alone. I installed the English version of Mozilla V1.7. Everything went
fine. It found all my preferences, etc. I then installed the German language
pack from the web page http://www.mozilla.org/projects/l10n/mlp_status.html#moz_1.7

I quit and restarted Mozilla and... got a wild mix of menu items in German and
English. Some were German, some were English. I could only get rid of this by
uninstall Mozilla V1.7 again, removing the directory "C:\Dokumente und
Einstellungen\Username\Anwendungsdaten\Mozilla" (I guess this is something like
"C:\Documents and Preferences\Username\Application Data\Mozilla" in English),
installing Mozilla V1.7 and the Language pack again. After that everything
worked fine. All menu items are in German now.

Steps to Reproduce:
1. Install Mozilla V1.6
2. Install German language pack for V1.6
3. Select the "Modern" theme under Preferences/appearance
4. Select the German language under Preferences/appearance
5. Quit and restart Mozilla V1.6
6. Uninstall Mozilla V1.6
7. Reboot Windows
8. Install Mozilla V1.7 (English version)
9. Select the "Modern2 theme under Preferences/Appearance
10. Install the German language pack
11. Select the German language under Preferences/appearance
12. Quit and restart Mozilla V1.7
Actual Results:  
Wild mixture of English and German menu items.

Expected Results:  
All menu items should be in German.
