Using build 2000-01-25-12 on Windows NT

In the three pane mail window, there's a splitter which separates the mail
accounts/folders from the Sidebar panels. The Y coordinate of this splitter is
not remembered across application sessions.

Not sure if this is a Sidebar bug or a mail bug. Starting with slamm, cc'ing alecf

Don, could you please educate on how much work this is? IT's not super critical
for beta but it makes a big difference since it's not discoverable that you can
slide the panels up. Therefore if you have any number of buddies you can't see
your list without scrolling. I'll be glad to demo on my machine.
adding beta1. This is a polish bug. It doesn't incent usage of sidebar in mail
if you have to drag the sidebar splitter up every time. Plus there is no UI to
indicate you can drag the My Panels spliter up so the newbie will be really
confused. Isn't this easy to fix?
