Happens to me for the Firefox search (German Google), too. If I type in something like "ungeschönt" in the search bar, it appears as ungesch?nt in the Google Search page. I am using Firefox 0.9.2 (original - no localization) on WinXP (German).
Works for me on Firefox v0.10.1 for Google, but I have the same problem with Yahoo.

The problem with the googlePL and googleDE plugins needs to be filed in http://mycroft.mozdev.org/bugs.html (if it hasn't already been), since they are maintained by a separate project. They need to include a queryCharset="utf-8" attribute on the search element to tell Firefox to encode your query in the UTF-8 that Google expects, rather than in your default charset. The included Yahoo plugin's a different matter, but also a different bug, bug 270120
