If I want to reassign a bug to a mail adress (which exists in the user
configuration list), I always get the following error message: "You cannot
reassign to a bug to nobody. Unless you intentionally cleared out the "Reassign
bug to" field, this may indicate a bug in your browser."

This happens with Internet Explorer 6.0, Mozilla 5.0 and Netscape 4.7 as well.
And I didn't clear the "reassign to" field, but I always entered a valid mail
address.

Steps to Reproduce:
1. Take a bug which is already assigned to me and then reassign it to another
person.

Actual Results:  
error message: "You cannot reassign to a bug to nobody. Unless you intentionally
cleared out the "Reassign bug to" field, this may indicate a bug in your browser."

Expected Results:  
Assign the bug to another person.

what version of Bugzilla is it, and does the user trying to make the change have
either editbugs or canconfirm privileges?
