251738 - Removing active and requestable bit for a flag (blocking1.8a2) caused bugs with that flag set to requested to break when commenting

shaver: is that from timeless disabling "1.8a2?", I wonder?
* darin tried shift-reloading the bug, and re-typing comments.. to no avail
darin: oh.. interestnig.. the bug does have 1.8a2?
* darin tries clearing the flag

shaver: someone (timeless?) disabled the 1.8a2? flag, and now you can't add any
comments to bugs that have that flag in them

blocking1.8a2 had:
active (flags of this type appear in the UI and can be set)
requestable (users can ask for flags of this type to be set)

but i removed them.
