Details

The toolkit covers history code, which is only used by Firefox. Therefore it
should be moved to mozilla/browser

Are we sure that no one else would want this as a part of toolkit?
I think it should stay in toolkit, maybe a toolkitenized Seamonkey needs it.
yes, seamonkey once ported to toolkit will want to use this.
History is part of the toolkit and is needed by various people who want to embed
libxul and the xulrunner. WONTFIX.
