Currently, search plugins are kept in the program folder and cannot be
uninstalled. I would like to be able to have different sets of search plugins
for different profiles, and to uninstall unused search plugins such as Google USA.

The default portal for search plugins is Mycroft, which lacks the polish of a
mozilla.org-maintained site such as umo.

The extensions infrastructure is well-tested and would allow search plugins to
be updated and uninstalled in the same way extensions and themes currently are.

This is related to bug 123315, though you are asking for more than that bug. 
That bug only mentions profile directories, this one asks for more UI in addition.

Should either be set dependent or resolved duplicate, but I'm not sure.

If this approach is taken, bug 123315 would probably be a dupe of this bug; if
this approach is decided against, this bug would be a wontfix. (...I think)
