Details

The "(Empty)" item in a bookmark folder on the bookmarks menu should have a
context menu so that you can add items to that empty folder. On Windows Firefox,
you cannot add an item to that folder by right-clicking on it and selecting new
<foo> because there is no context menu at all.
Interestingly, there is a context menu for (Empty) on Linux. However, it's not
the right one: the items available are Open/Open in New Window/Open in New Tab.

All three are no-ops. (They don't even open a blank new window/tab).

See also Jesse's bug 250821, "(Empty) should be a drop target", so you can add a
new item to it that way as well.
