Thunderbird needs options for message downloading.  Such as:

* just headers

* whole messages

* messages smaller than some # of bytes



Reproducible: Always
Steps to Reproduce:
1.  This option should be found under Tools > Account Settings

Actual Results:  
This option is not to be found.

Expected Results:  
Should be there (IMHO)
Account Settings->Server Settings:
> * just headers
[X] Fetch headers only

> * whole messages
[ ] Fetch headers only

Account Settings->Disk Space
> * messages smaller than some # of bytes
To save disk space, do not download:
 [X] Messages larger than # KB
