If you have Saved Form Information enabled, so you get suggestions when filling
in an 'email' field, for instance, then if you type a couple of letters, get the
helpful popup to appear with matching suggestions, then scroll the mouse wheel,
then the popup stays fixed at an absolute screen x/y location, while the page
moves underneath.

Reproducible: Always
Steps to Reproduce:
1.Type the first few chars in a field with saved information, wait for the
suggestion list to appear
2.Use the mouse wheel to scroll up or down
3.Note that popup ends up staying where it was and not scrolling with the page

Actual Results:  
Popup ends up staying where it was and not scrolling with the page

Expected Results:  
The popup should be scrolled in time with the page, so that it maintins its
correct position.
