We need a preference for minimum framerate of .gif animation. Currently, some
sites have ultra-fast .gif animations (bug 232769). These sites will appear
normal in MSIE because IE deliberately slow animation down, but they won't on
Mozilla and Firefox.

we do not need a pref. who would set it? why do people need to care? can we mark
this WONTFIX?

No. That bug is about gifs that have no frame rate set; this bug is about a
minimum frame rate that would apply to all gifs, even those with a (fast) frame
rate set.
That said, imo the other bug should be wontfix too...
