252300 - Add a preference for SLOPPY_NETWORKS (network messages going to current view)

The notices used by server operators to monitor an IRCD-Hybrid server are sent
to whatever tab happens to be active in chatzilla, this is horribly confusing,
and leaves an operator on a moderately busy server with 4-5 lines a second of
scroll in whatever window is active.

Please provide some sort of filtering mechinism to send these notices to the
status window rather than the active window.

This can be most easily observed with IRCD-hybrid on an oper'd client with all
user mode set.

Spoke to rginda on IRC, he suggested /eval client.SLOPPY_NETWORKS = false;
which helps considerably, could this be made an option in the preference dialog?

Correcting summary to what is going on (it's nothing specific to Hybrid, or
notices), and putting version back to trunk as there's no way this is getting
fixing on the 1.7 branch.

A Preference for sloppy networks would be good, as well as one for the
CIRCNetwork.prototype.IGNORE_MOTD value, though you may say that's a separate
bug. I would imagine there are more variables on client and the prototypes that
could do with a preference though :-).
