The dropdown menus do not color properly as the developer has taken advantage of
an IE bug:

This is indeed a known problem in IE's layout of
display:inline elements. The page should be setting those <a> elements to
display:block if they want the background to extend past the text.
Reproducible: Always
Steps to Reproduce:
1. Mouse over the drop down menus.
Actual Results:
Menus are not colored properly.
Expected Results:
Menus would have solid background colors.
