"don't allow" cookies again selections are not added to exceptions until re-entering prefs

Details
Prefs -> Privacy -> Cookies -> Stored Cookies
Select a cookie, check "Don't allow this cookie to be reaccepted in the future",
and remove it. Click OK, and now click Exceptions, for cookies. Notice it's not
in the list. Click OK to dismiss exceptions, and again to dismiss the
preferences. Reenter exceptions and you'll see it.
This lack of feedback can be very confusing, especially when you accidentally
block a site, and wish to go into Exceptions and remove it from the blacklist.
Or if you enter to add a site to the whitelist, and you assume something is
broken and the cookies you blacklisted weren't actually added to the list.

should be a simple js fix to get the observers straightened out.
