25267 - "Safe Form Fill" opens up a blank window

Used today's commercial builds on Windows and Linux (2000012708M14)
Do these steps:

0. Install and launch the browser.
1. Go to "http://people.netscape.com/morse/wallet/samples/INTERVIEW.HTML" and 
enter first and last name. 
2. Select Task | My Wallet | Capture Form.  
4. Quit and relaunch the browser. Then, go here.
5.Select Task |My Wallet | Safe Form Fill.  
6. Observe that a blank window opens up with just hte border showing up.

Expected result: The Safe Form Fill window should open up prefilled with your 
names.

With a tree that I pulled this morning and running on a win32 box, I do not see 
this behavior.  Closing out as works-for-me.  Please reopen if you still see 
this and will try to figure out what you are doing that is different from what I 
am doing.
