If we're not going to import the user's IE Home Page we should at least create a
bookmark for it...

This can be done at any time. Strings for it checked in.

From Litmus public testing there are reports of failure to *migrate* IE's
homepage.  The testcase specified Homepage to be migrated. I corrected that
because as I understand it we want to keep our default homepage.  If you make it
migrate as a bookmark, I will adjust the testcase to note that.

we might consider migrating the home page itself but not making a new bookmark
for 1.5

this is old and not planned anymore, we just allow to migrate the homepage on first run, that may be changed, but no valid reason to change an homepage to a bookmark.
