I assume it's Firefox issue.
Mozilla exports bookmarks title with ' to ' and converts ' back to '
when import again.
The import behavior of Mozilla and Firefox is not the same.

Reproducible: Always
Steps to Reproduce:
1. Import the bookmark.html attached.
2. The title of the bookmark should be "adot's notblog*", but now "adot's
notblog*" when imported.

It's wrong.
Should be:
Mozilla exports ' as ' while Firefox does not change.
Mozilla imports ' as ' while Firefox does not change.
This makes inconsistent behavior when importing bookmarks to Firefox from where 
Mozilla exported.

Cannot reproduce. Exported my bookmarks, viewed them in a text editor, and
single quotation marks were not converted to character entity form. Imported
them back into Firefox and they still were single quotation marks. Mozilla/5.0
(Windows; U; Windows NT 5.1; en-US; rv:1.7) Gecko/20040724 Firefox/0.9.1+

Have you tried reproducing this on a fresh bookmarks.html file, as per the
following link?

Yes, I can reproduce on Mozilla build (Mozilla/5.0 (Windows; U; Windows NT 5.0;
en-US; rv:1.8a3) Gecko/20040723).

Following the link you provided, I believe it's not Firefox's bug but Mozilla's.
And I realised there're many duplicate bugs in bugzilla, so I'd wait and see
whether this one is another one or not.

Please follow up on bug 246419, which wasn't checked in to aviary as far as I
know. Other people are reporting the same problem there.
