252881 - Root "Bookmarks" folder not localizable

In a localized build of Firefox, the root "Bookmarks" folder is no longer
localizable. This is a regression between the 2004-07-16 and 2004-07-17 builds.
Possibly related to the checkin for bug 232467.

Difficult to reproduce since you must get hold of a localized Firefox, or edit
the file en-US.jar/locale/browser/bookmarks/bookmarks.properties, so that the
string 

BookmarksRoot = Bookmarks

which was used in previous builds, is changed to something else.

But if you have done that and then open the Bookmark Manager, you will see that
the root folder in the left hand pane is still labeled "Bookmarks".

Whoops; I didn't realize we didn't "trust" the bookmarks title in
bookmarks.html.  Will fix ASAP.

note that there's also a new entity for "Bookmarks" in bookmarks.dtd.

Verified fixed on branch build 2004-07-29 and trunk build 2004-07-30 on Win XP.
