Platform-specific file in en-{mac,unix,win}.jar (ie. platformCommunicatorOverlay.dtd) should move in locale/global-platform/{mac,unix,win} .

Thunderbird uses closeCmd.label/quitApplicationCmd.label
in platformCommunicatorOverlay.dtd for "File" -> "Close"/"Quit" menu item.
If platform-specific file in en-{mac,unix,win}.jar (ie.
platformCommunicatorOverlay.dtd)
does not move in locale/global-platform/{mac,unix,win}
( I do not know it is correct location.), we still need en-{mac,unix,win}.jar

I'm gonna mark this a dup because this whole problem is going away after 0.8
BTW, putting these files in global-platform is incorrect, because they are
specific to thunderbird. They're going to live in communicator-platform or
something similar. (And there's no good reason why messenger-mapi should be a
platform package, since we don't need it on mac/unix at all.)
