steps to reproduce:
- right click on a newsgroup
- click subscribe
- pick some newsgroup and subcsribe to it
- click ok
- now, click on the new newsgroup in the mail window
- the newsgroup get selected, but no news messages are downloaded, and no count
appears next to the newsgroup name
- optionally click "get msg". Now, the newsgroup turns bold, and a message count
appears next to it. no messages are downloaded.
- click another newsgroup
- click the newly subscribed newsgroup again. now, messages are downloaded.

Wasn't there a bug somewhere where someone wanted a pref for this behaviour?

there was a feature request that clicking on a newsgroup not get new headers -
someone implemented a pref for that. This is simply a bug, and it's a one time
only after subscribing bug. Fix upcoming.

basically ignore the error that the .msf file doesn't exist when opening a
newsgroup for the first time, and tell the msg db code to create the db, if
missing.
